In order to implement the requirements of feed quality and safety supervision and regulations, standardize feed production, operation and use behaviors, analyze and evaluate the potential risk factors existing in each link, improve the quality and safety management level of feed enterprises, and strictly crack down on the use of "clenbuterol" and other illegal behaviors in breeding links, this work plan is formulated.

1. Work objectives

In accordance with the principle of up-down linkage, hierarchical responsibility, and national one-game play, we will make overall use of supervision, routine monitoring, risk early warning, and on-site inspection, implement whole-process information-based supervision, establish and implement the "three checks" working mechanism for quality and safety supervision, that is, regular inspection of key nodes, irregular daily inspection, surprise verification of problem clues, and strengthen the linkage of inspection and fighting. Strictly crack down on violations of laws and regulations, grasp the typical, strong deterrence, promote promotion, maintain a fair competition market environment, and promote the healthy and orderly development of feed and breeding industry.

2. Work content

(1) Feed quality and safety supervision and random inspection

Provincial animal husbandry and veterinary departments are responsible. Randomly select feed production enterprises, operating stores and farm households in the jurisdiction according to a certain proportion, and determine the number of supervised sampling samples in the production link according to the proportion of 20% of the number of production licenses issued; According to the actual situation, randomly select feed stores to focus on sampling a certain number of feed and feed additive samples produced in the province; A certain number of self-ingredients are sampled from farm households. The number of supervision and inspection batches at the provincial level shall not be less than the number of tasks specified in Annex 1.

1. Test items

The test items shall cover indicators such as quality, hygiene, veterinary drugs and illegal additives (see Annex 2 for details), and the test method, determination basis and determination principle are shown in Annex 3. Quality indicators include crude protein and other product quality indicators as well as copper, zinc, vitamins, amino acids and other indicators stipulated in the "Code for the safe Use of Feed Additives" (Announcement No. 2625 of the Ministry of Agriculture); Health indicators include lead, arsenic, mycotoxins and other safety indicators that require continuous attention as stipulated in the "Feed Health Standard" (GB13078-2017); Indicators of veterinary drugs and illegal additives include anti-coccididial drugs that are allowed to be used, pharmaceutical feed additives such as aureomycin, oxytetracycline, quinolinol, and quinolenone that have been discontinued, As well as prohibited substances stipulated in the List of Drug Varieties prohibited in Feed and animal drinking Water (Ministry of Agriculture Announcement No. 176), Substances prohibited in feed and animal drinking Water (Ministry of Agriculture Announcement No. 1519), and List of Drugs and Other Compounds prohibited in food Animals (Ministry of Agriculture and Rural Affairs Announcement No. 250).

2. Working style

First, prepare and submit work plans. The provincial animal husbandry and veterinary authorities shall, according to the actual situation, formulate their own provincial supervision and sampling work plans and submit them to the Animal husbandry and Veterinary Bureau of our Ministry before April 19, 2024. All localities can implement the annual supervision and random inspection work in batches and steps, but the impact of seasonal shutdown of production enterprises on the supervision and random inspection work should be fully considered, and the progress of supervision and random inspection should be reasonably arranged.

The second is "double random" to determine the supervised random inspection objects and sampling personnel. Timely check the relevant information of the Feed and feed Additive production License Information Management and Inquiry System and the Feed Quality and Safety Supervision module of the feed and fresh milk quality and safety supervision system in the Government Affairs information system management platform of the Ministry of Agriculture and Rural Affairs (Animal Husbandry and Veterinary) (https://slnyjg.agri.cn/, hereinafter referred to as the supervision system). Ensure that the information of production enterprises is effective and accurate, and randomly determine the supervised enterprises through the supervision system. Among them, the production enterprises that found unqualified feed products in 2023 must be inspected, and the proportion of sampling inspection of mixed feed additive manufacturers and other enterprises with greater risks and hidden dangers should be appropriately increased. The quantity of sampling inspection of operating stores and breeding farms shall be determined according to the actual situation. Provincial animal husbandry and veterinary authorities can randomly select regulatory experts from the regulatory expert database of the regulatory system to participate in the supervision and random inspection work, or they can establish their own regulatory expert database (expert information needs to be uploaded to the regulatory system) and randomly select through the regulatory system.

The third is to carry out random inspections in strict accordance with procedures and norms. According to the requirements of our department, standardize the sampling work flow, timely send the test report to the supervised sampling object, and ensure that the supervision and inspection procedures are legal and compliant. Through the supervision system to upload sampling information, inspection results report, to achieve the supervision of random inspection data traceability.

The fourth is to standardize the review and testing process. The unqualified results should be reported to the supervised random inspection objects in a timely manner, and if there is any objection to the test results, an application for review and testing can be submitted. The provincial animal husbandry and veterinary authorities are responsible for organizing the review and testing, and timely reporting the results of the review and testing to the objects under supervision.

Fifth, handle the situation according to law and regulations. For the feed production enterprises that have detected unqualified products, the local animal husbandry and veterinary authorities shall urge them to immediately seal up the same batch of products and suspend the production of unqualified products; If it is still unqualified after review, it shall be investigated and dealt with in a timely manner according to law and regulations. For the unqualified products found in the sampling inspection of the operating stores, the local animal husbandry and veterinary authorities shall seriously do a good job of product traceability investigation, and promptly notify the animal husbandry and veterinary authorities where the nominal production enterprises are located.

(2) Routine monitoring of feed and feed additive products

It will be organized and implemented nationwide by our department. Random sampling of key products for routine monitoring. 450 batches of feed and feed additive samples are extracted in the production process, 400 batches of feed and feed additive samples are extracted in the operation and use process, 200 batches of feed and feed additive samples are extracted in the Internet sales process, and 250 batches of self-mixing samples are extracted in the breeding process.

1. Monitor the project

Routine monitoring includes indicators of mycotoxins, veterinary drugs, illegal additives and other risk factors. According to the new risk factors found in the feed quality and safety supervision work over the years, the problems found in the investigation and investigation of feed quality and safety cases, as well as the reporting clues and other aspects of the situation, combined with the existing detection methods, different monitoring projects are set up for different types of feed and feed additives.

2. Working style

First, random random inspection. The key monitoring objects are mixed feed additive manufacturers and other enterprises with greater risks and hidden dangers, taking into account the operation of stores, Internet sales of samples and farm self-ingredients. Task undertaking units should adhere to problem-oriented and goal-oriented, moderately random, reasonable determination of monitoring objects and monitoring projects, time and frequency do not make uniform requirements, but should ensure the coverage of monitoring work, randomness and representativeness of results. The sampling work shall be completed by supervision experts assigned by our ministry, and the competent animal husbandry and veterinary departments at all levels shall actively cooperate and support the on-site sampling work.

The second is to implement information management. The task undertaking unit shall record the sampling information and inspection results in a timely and complete manner through the supervision system to realize the sharing and sharing of monitoring data. The provincial animal husbandry and veterinary authorities can know the monitoring results of samples taken in their jurisdiction through the monitoring system.

The third is to strengthen the application of results. Task units should upload the test results report in a timely manner, and provincial animal husbandry and veterinary authorities should strengthen the supervision of unqualified sample production enterprises. For unqualified samples found in the process of operation and use, local animal husbandry and veterinary authorities should promptly carry out traceability investigations and properly dispose of them.

3. Task undertaker

The routine monitoring work at the ministerial level is led by the National Feed Quality Inspection and Testing Center (Beijing), the tasks of production link and Internet sales link are undertaken by the National Feed Quality Inspection and Testing Center (Beijing), the tasks of operation and use link are undertaken by the Feed Research Institute of the Chinese Academy of Agricultural Sciences, and the tasks of breeding link are undertaken by the Beijing Animal Husbandry and Veterinary Institute of the Chinese Academy of Agricultural Sciences.

(3) Feed quality and safety risk warning

Fifth, the risk warning of persistent organic pollutants in feed. The monitoring of persistent organic pollutants such as dioxins, dioxin-like polychlorinated biphenyls and perfluorinated compounds in feed and feed additives will be focused on. The distribution characteristics of contaminant monomer were analyzed to fully grasp the background of environmental pollutant pollution in China's feed, identify the characteristics of pollution sources, assess the degree of risk, and put forward prevention and control measures.

Sixth, the screening and confirmation method of risk substances in feed and the construction of application platform. Establish standards for accurate identification and quantitative methods of risk substances such as illegal and prohibited drugs, unknown risk substances, prohibited substances and colorants in feed raw materials and products, and build an optimized platform for high-throughput screening and comprehensive query and comparison of risk substances in feed.

2. Working style

Risk warning sample sources include feed production, operation, use and Internet sales platform collected or purchased samples, national and provincial feed quality and safety supervision sampling collected samples, the public reported suspicious feed samples.

The ministerial risk early warning work is led by the Feed Research Institute of the Chinese Academy of Agricultural Sciences, and the responsible units and participating units for each task are detailed in Annex 4. All relevant units should report to our department in time the hidden risks found in the process of work, and send a copy to the work lead unit, and organize experts to analyze and judge the source of risk factors, risk levels and possible adverse effects in a timely manner, and lock the problem clues.

(4) On-site inspection of feed and feed additive production enterprises

The Ministry randomly selected no less than 100 feed and feed additive production enterprises nationwide (hereinafter referred to as "inspected enterprises") to carry out on-site inspections. The National Animal Husbandry Station took the lead in formulating the specific implementation plan and organizing the implementation, and the Feed Research Institute of the Chinese Academy of Agricultural Sciences participated. The provincial animal husbandry and veterinary authorities should organize the on-site inspection of feed and feed additive production enterprises within the jurisdiction, and can take graded responsibility and other ways to ensure that all production enterprises within the jurisdiction are inspected at least once a year.

1. Check the content

Production license conditions, safety production, raw material management, production line requirements, production process control, product quality control, product sales, etc., of the inspected enterprise.

2. Working style

First, carry out on-site inspections. The inspection team members of the Ministry are familiar with feed licensing and management, feed and feed additives production process and inspection and laboratory testing and other aspects of the professional personnel, as well as the inspection enterprise is located at the provincial or municipal level, county level animal husbandry and veterinary authorities, each enterprise on-site inspection work time is not less than half a day. The inspected enterprises that are judged by the inspection team as "high risk" for quality and safety are included in the key inspection and rectification objects of the Ministry and animal husbandry and veterinary departments at all levels.

Second, standardize the on-site inspection procedures. The inspection team shall inspect the production site, system documents, production records and inspection records of the inspected enterprise, and question the relevant personnel of the inspected enterprise. When problems are found in the inspection, relevant evidence and materials should be retained by means of photography, video recording, copying, etc. After the on-site inspection, the inspection team informs the inspected enterprise of the inspection situation, and fills in the on-site inspection list of feed and feed additive production enterprises in the supervision system (see Annex 5 of the Agricultural Office of Animal Husbandry [2022] 6), and is signed and stamped by the person in charge of the inspected enterprise after printing. If the person in charge of the inspected enterprise refuses to sign or is unable to carry out the inspection due to the reasons of the inspected enterprise, the inspection team shall indicate the situation in the inspection record, and the personnel of the local animal husbandry and veterinary department shall sign for confirmation. If the inspected enterprise is found to store or use prohibited substances at the production site, the inspection team shall stop the on-site inspection work, and transfer the relevant clues and evidence to the relevant local departments to organize investigation and punishment according to law. If the inspected enterprise is found to have other violations or suspected illegal clues, the relevant clues and evidence will be handed over to the relevant local departments after the inspection.

The third is to determine the risk level. Within 5 working days after the end of the on-site inspection, the inspection team should determine the quality and safety risk level of the inspected enterprise according to the problems found in the inspection, give the overall conclusion of "high risk", "medium risk", "low risk" or "no clear risk found", and make specific rectification suggestions, and submit the inspection report to the Animal Husbandry and Veterinary Bureau of the Ministry of China. The local animal husbandry and veterinary authorities of the inspected enterprises may refer to the risk level and existing problems raised by the inspection team, and deal with the inspected enterprises according to law and regulations. "High risk" level means that the inspected enterprise stores or uses prohibited substances on site, or the enterprise has more serious problems in each inspection item, and there are major quality and safety risks. The "medium risk" level means that the inspected enterprise has more problems in each inspection item and has greater quality and safety risks. "Low risk" level means that the inspected enterprise has individual problems in each inspection item and has certain hidden risks of quality and safety.

Fourth, strengthen coordination. Local animal husbandry and veterinary authorities should actively cooperate with the work of the inspection team, notify the inspected enterprise and provide the inspection team with the production license application materials. After receiving evidence and clues of violations of laws and regulations of the enterprise under inspection, it is necessary to take prompt action, do a good job of on-site control, and promptly dispose of it according to law and regulations. After receiving the problems and rectification suggestions of the inspected enterprise, it is necessary to follow up in time and urge the inspected enterprise to make rectification within a time limit. Members of the inspection team shall strictly abide by relevant regulations, carry out work objectively and fairly, comprehensively and accurately record the problems existing in the inspected enterprise, and those who have an interest in the inspected enterprise shall take the initiative to withdraw in advance.

Fifth, we will strengthen supervision over IT application. The work situation and inspection results of the ministerial on-site inspection and the results of the on-site inspection of the provincial animal husbandry and veterinary authorities should be entered into the supervision system in a timely manner to achieve traceability of information and comprehensively improve the quality and efficiency of supervision.

Sixth, we will strengthen oversight
